The blower motor and resistor move the air through the HVAC system. If you are starting to hear a whining sound when the motor is running or the motor doesn't run at all there is a good chance that the motor is going bad. All kinds of things can end up in the top of the motor so at the very least you should remove the motor, inspect it for debris and clean out the housing.
